With that said, if a horse can find the smallest thing to get hurt by, he will!
I do turn out my horses wearing a halter and I do use a breakaway halter, or a leather halter. You want to be sure your horse is safe, he could easily get hung up on his halter.
I like the break away halters are best. You can buy several replacement leathers ahead of time, so if one breaks you can easily replace it.
If you want to turn him out without a halter that is fine too. Just be careful he does not escape!
I prefer to turn my horses out in a halter, because if he would happen to escape, it would be easier for someone to catch him.
As a child I saw one of my neighbors horses get hit by a car, and to this day I still have that picture fresh in my mind.
Another tip about halters: your show halter.
Those halters are only for the show ring. They are not strong enough to withstand the rigors of tying your horse for even five minutes (as I once learned the hard way).

I like rope halters for training. Especially effective are those made out of the strong marina rope. When placed on the horse in the correct position, the knots exert pressure on the horses face when the pull or resist. While using a lead with a chain also exerts pressure, the knots focus that pressure on especially sensitive areas. However - if you use a rope halter remember to always, always, always replace it with a breakaway when training is complete and you are ready to turn your horse out. Safety first!
